UAE: refinery upgrade

Foster Wheeler Ltd has announced that its UK subsidiary Foster Wheeler Energy Limited has been awarded a front-end engineering design (FEED) contract by ENOC Processing Company LLC (EPCL) to upgrade its condensate refinery located in the Jebel Ali Free Zone, Dubai, UAE. The terms of the award were not disclosed. The FEED to be undertaken by Foster Wheeler includes front-end design for the installation or revamp of various units within EPCL’s condensate processing plant, and the preparation of a capital cost estimate and the invitation to bid for the EPC phase. The new facilities, which include a new 70,000 barrels-per-stream-day hydrotreater, a continuous catalytic reformer and ancillary processing units, will allow EPCL to i) upgrade its existing naphtha product to a low-sulphur petrochemical naphtha product stream, ii) provide a 102 RON (Research Octane Number) reformate product stream, and iii) operate the plant at full capacity using sour condensates. New or expanded offsites and utilities will be provided to support the upgrade. Other new products will include liquefied petroleum gas, butane and sulphur. Mechanical completion is planned for 2007.
