Petrovietnam mulls second refinery

Vietnam is proposing to build its second refinery, which could be operational in 2008. Dinh Huu Loc, general manager of international co-operation for Petrovietnam, said Petrovietnam has 100% interest in the Dung Quat refinery since Russia’s Zarubeznheft withdrew from a previous joint venture. Officials anticipate that the refinery, once authorised, could be built in about two years. The location, somewhere in northern Vietnam, has yet to be selected. The refinery is expected to have a 7 million tonnes/year capacity. Vietnam is building its first refinery, Dung Quat, which is expected to be operational by 31 December 2006.
