A Colorado energy company and another firm are applying for an air quality permit to construct a 175MW electric power plant near a former coal mine in SW North Dakota, executives say. One of the applicants is Westmoreland Power Co., a unit of Westmoreland Coal of Colorado Springs, which has coal mining rights near the defunct Gascoyne mine. Westmoreland and Montana-Dakota Utilities Co. have been studying whether to build the plant, which they hope will begin operating in late 2010. Duane Steen, an MDU projects manager, said the plant would use circulating fluid bed boiler technology, which uses lime to remove sulphur and other coal pollutants. A new coal mine will be developed to serve the plant.
