The government of the Khanty-Mansi Autonomous Area has allowed Transneft company to start construction of an oil pipeline between Western Siberia and the Barents Sea coast. JSC Transneft has been told that in a procedure stipulated by law it should conduct prospecting and exploration work along the route of the pipeline on the territories of the Surgut, Khanty-Mansi, Oktyabrsky, Beloyarsky and Beryozovsky districts. Bodies of authority of these municipal formations have been recommended to render assistance to the company in locating the pipeline’s infrastructure. Substantiation of materials and requirements specifications for the next stages of the project will also be submitted for agreement to the government of Yugra. The West Siberian and Timan-Pechora oil and gas provinces are seen as the principal areas providing a resource base for the projected oil pipeline. The pipeline route 1788 km long will begin in the area of Surgut and run across the northern part of the Ural mountains to Cape Bolshoi Rumyanichnii or Cape Svyatoi Nos of the Barents Sea. The overall throughout capacity of the oil pipeline will be 50 million tons of oil a year, of which two-thirds will be provided by Western Siberia. The efficiency of transportation will be enhanced through the use of large tonnage tankers. The presentation of the Western Siberia-Barents Sea Coast oil pipeline system was carried out by specialists of Transneft on October 18 of this year in the oil, gas and mineral resources department of Yugra.
