New Appointment at Fluor

Fluor Corp has announced that Fluor Government Group (FGG) has named Eleanor Spector as vice president to lead its contracting activity. Spector will be based in Fluor’s Arlington, Va. office. Prior to joining Fluor, Spector worked as vice president of contracts for Lockheed Martin where she advised the company on program contracting strategies and was responsible for all corporate contracting policy. She has also held positions in the U.S. Defense Department as the Director of Defense Procurement and Deputy Assistant Secretary of Defense for Procurement. In those positions, Spector was responsible for all matters related to procurement policy in the Defense Department. Her scope of responsibility included directing the Defense Acquisition Regulations Council and developing policy for contract pricing and financing, contract administration, international contracting, and training of contracting personnel. She was the principal advisor to the Under Secretary of Defense for Acquisition and Technology on major weapon system contracting strategies and was
an advisor to the Defense Acquisition Board on procurement matters.
